On January 20, 2026, the parties filed a joint stipulation concerning the
petition for compensation filed by Loretta Jackson on April 29, 2024. Petitioner
alleged that the measles, mumps, and rubella (“MMR”) vaccine she received on
September 4, 2023, which is contained in the Vaccine Injury Table (the “Table”),
42 C.F.R. §100.3(a), caused Ms. Jackson to suffer a shoulder injury related to
vaccine administration (“SIRVA”). Petitioner represents that there has been no
prior award or settlement of a civil action for damages on Ms. Jackson’s behalf as
a result of Ms. Jackson’s condition.

Respondent denies that Ms. Jackson’s MMR vaccination caused Ms.
Jackson’s SIRVA, or any other injury, and denies that Ms. Jackson’s current
condition is a sequela of a vaccine-related injury. Nevertheless, the parties agree
to the joint stipulation, attached hereto. The undersigned finds said stipulation
reasonable and adopts it as the decision of the Court in awarding damages, on the
terms set forth therein.
Damages awarded in that stipulation include:
a) A lump sum of $45,000.00 to be paid through an ACH deposit to
petitioner’s counsel’s IOLTA account for prompt disbursement to
petitioner.
b) A lump sum of $1,500,2 representing reimbursement for a
Medicaid lien for services rendered to petitioner by the state of
Arizona, to be paid through an ACH deposit to petitioner’s
counsel’s IOLTA account for prompt disbursement to:
