DECISION ON JOINT STIPULATION1 On January 4, 2021, petitioner filed a petition for compensation under the National Vaccine Injury Compensation Program, 42 U.S.C. § 300aa-10, et seq. (2012) (“Vaccine Act”).2 Petitioner initially alleged that she suffered a shoulder injury related to vaccine administration (“SIRVA”) as a result of her September 26, 2019 influenza (“flu”) vaccination.
