DECISION BASED ON STIPULATION1 On October 9, 2018, Thomas Metzger (“petitioner”) filed a petition in the National Vaccine Injury Compensation Program.2 Petitioner alleged that as a result of an influenza (“flu”) vaccine administered to him on October 13, 2017, petitioner suffered a shoulder injury related to vaccine administration (“SIRVA”). Petition at 1 (ECF No. 1). On September 23, 2020, the parties filed a stipulation recommending an award of compensation to petitioner. Stipulation (ECF No. 37). The parties stipulate that petitioner shall receive the following compensation: (1) A lump sum of $48,500.00 in the form of a check payable to petitioner.
