DECISION BASED ON STIPULATION1 On May 1, 2018, Kathy Macaluso (“petitioner”) filed a petition in the National Vaccine Injury Compensation Program.2 Petitioner alleged that as a result of an influenza (“flu”) vaccine administered to her on September 30, 2016, petitioner suffered a shoulder injury related to vaccine administration (“SIRVA”). Petition at 1. On August 26, 2020, the parties filed a stipulation recommending an award of compensation to petitioner. Stipulation (ECF No. 44).
