DECISION ON JOINT STIPULATION1 On July 1, 2017, Elizabeth Evans (“Petitioner”) filed a petition, seeking compensation under the National Vaccine Injury Compensation Program (“the Vaccine Program”).2 Pet., ECF No. 1.
