RULING ON ENTITLEMENT1 Dorsey, Chief Special Master: On August 31, 2016, Pauline Zand (“petitioner”) filed a petition for compensation under the National Vaccine Injury Compensation Program, 42 U.S.C. §300aa-10, et seq.,2 (the “Vaccine Act” or “Program”). Petitioner alleges that she suffered a shoulder injury casually related to the tetanus vaccine she received on November 11, 2013. Petition at ¶¶ 1, 7. Petitioner further alleges that she received the vaccine in the United States, has suffered the residual effects of her injury for more than six months, and neither she nor any other party has brought an action for her vaccine related injuries. Id. at ¶¶ 1, 8, 11-12.
